Job Purpose
Provide interface and coordination with different engineering disciplines/technical authorities, integrity/reliability, maintenance to ensure objectives and deliverables are understood and realised in a manner that maintains quality, budgets, and schedule, and ensure that the work adheres to all company policies and procedures.
Contribute expertise as part of the Barrier Management Project Management Team (PMT) aimed to develop and establish a process for barrier management.

Job Context & Major Challenge(s) – I
The project covers 62 safety critical elements (SCEs/hardware barriers) groups with more than 20 discipline technical authorities across 5 business lines, and 6 human barriers with their respective barrier owners. This requires intensive and proper communication and engagement.
The project is a mix of continuation of the existing initiatives (such as safety case operationalization), enhancement of existing process/system, and development of new process/system. Flawless interaction and interfaces among them are key for project success.
Enhancement of existing process/system or development of new process/system may require change management to be initiated as per relevant policies and procedures. The project must ensure that appropriate change communication and impact assessment be well managed to minimize undesirable consequences.
The project shall ensure that the developed system and resulted deliverables can be sustained by the base business organization. Ensuring proper handover and smooth transitioning between project to operation is critical. A part of the project scope is to assess the (resource) requirements to sustain the barrier management process.
Job Context & Major Challenge(s) – II
In addition to interfaces with disciplines or barrier owners, the project is also heavily interacting with other department managers such as Asset Managers, Maintenance Manager, Engineering Managers, IT Manager etc. This role is expected to support appropriate stakeholder management plan to align, manage and deliver stakeholder’s expectations.
Part of the project scope includes visualization of cumulative risk and barrier healthiness status. This role is expected to contribute to visionary and creative thinking to support the development of efficient, fit for purpose system that benefits the users.
Facilitates to the initiation of the project management team and further staffing of the project team which includes overseeing mobilization and onboarding of members by the home departments to meet the project mobilization dates. The role works towards ensuring that the project has the resources available when needed to deliver the project outcomes on time and on budget.
Supports various levels of strategic and tactical day-to-day communication and interfaces, nurturing key/healthy relationships across the project functions and the Barrier Management project stakeholders. The role works towards bringing all the project team members and stakeholders on the same page and aligning them towards common objectives.

Key Job Accountabilities – I
Provide know-how and facilitate in defining goals and objectives, as part of the Barrier Management Project PMT, that will guide the project’s direction and measure its success.
Identify, establish, and standardize the coordination and interfaces between Barrier Management PMT and with technical authorities (hardware barrier owners) to enhance efficiency and effectiveness, resolving issues in a timely manner.
Coordinate with different engineering disciplines, technical authorities, and maintenance teams, stewarding and ensuring that the project’s implementation plans are executed according to schedule, within budget, and up to the company’s quality standards.
Facilitate and guide barrier owners, technical authorities, and related disciplines on project deliverables such as via developing performance standards (PS), aligning existing equipment strategies with PS, updating maintenance procedures with PS assurance activities requirements, and verifying process of assurance activities.
Monitor and control the progress of the project, identifying potential risks or issues, and implementing necessary actions to keep the project on track.
Key Job Accountabilities – II
Manage, monitor, and coordinate the utilization of resources, including technical authorities, to ensure cost-effective project execution. Exercise project control authority to ensure the project is under proper control and complies with relevant company policies and procedures.
Develop the required procedures, forms, protocols, and flow charts for the timely and quality management of project activities, establishing the approval and alignment within PMT and Barrier Management Steering Committee.
Develop effective processes, procedures, and documentations framework to ensure project goals are met and all members work in an integrated and cohesive manner.
Coordinate Barrier Management efforts for management of major accident hazards in terms of but not limited to defining project scope, deliverables, and execution plan. Facilitate in defining framework and KPIs for monitoring Barriers Healthiness and provide expertise in the development of a system application for Barrier Healthiness and cumulative risk visualization.
Coordinate and facilitate project-related reviews and workshops in a timely manner, while meticulously documenting and maintaining records of these proceedings.

Part B: Person Specification – Minimum Requirement
Qualifications
Bachelor’s degree in engineering.
Knowledge And/or Experience – I
8 years’ working experience with a focus on oil and gas project coordination activities and multidiscipline interfaces (mechanical, electrical, integrity, civil, telecommunication, process, instrument and control, etc.) including experience within operating facilities performing comparable roles.
Familiar with international standards utilized in the oil and gas industry, and those related to design and maintenance or sustainability criteria for hardware equipment / barriers (hardware and human barriers) is a plus.
Familiar with asset integrity programs like RBI, maintenance programs (Equipment/ Inspection Strategies and related procedures).
Strong understanding of Process Safety concepts and elements including Management of Major Accident Hazards and Barrier Management Framework as per as per IOGP 544 “Standardization of Barrier Definition is a plus.
Able to work as a delegate to Lead and provide required guidance and technical support to the team.
