Role Description

📍 Doha, Qatar | On-site | Government Project (Confidential)

We are seeking a Cybersecurity Strategic Planning Expert to lead the development of a comprehensive Cybersecurity Strategy for a government entity in the State of Qatar.

The selected expert will be responsible for designing a forward-looking, risk-aligned, and regulation-compliant cybersecurity strategy aligned with national frameworks and international best practices.

Role Responsibilities

• Lead the development of a 3–5 year Cybersecurity Strategy and strategic roadmap
• Conduct cybersecurity maturity and capability assessments
• Align the strategy with national requirements (e.g., NIA, QCSF, NCSA directives)
• Define strategic objectives, initiatives, KPIs, and governance structures
• Develop cybersecurity operating model and implementation roadmap
• Facilitate executive workshops and stakeholder alignment sessions
• Deliver board-level presentations and strategy documents

Required Experience

• Minimum 7–10 years of experience in cybersecurity strategy, GRC, or enterprise security architecture
• Proven experience developing cybersecurity strategies for government or regulated entities
• Strong knowledge of NIA, QCSF, ISO 27001, NIST CSF, or equivalent frameworks
• Experience in strategic planning, transformation roadmaps, and performance measurement
• Ability to engage senior leadership and present at executive level

Preferred Certifications

• CISSP / CISM / CRISC
• ISO 27001 Lead Implementer or Lead Auditor
• Relevant strategy or governance certifications

Engagement Requirements

• Must be able to work on-site in Qatar
• Immediate or short-notice availability preferred
• Previous experience in Qatar government projects is a strong advantage
