Safely participates in the accomplishment of project objectives through planning and scheduling, resource allocation and management, cost control, technical direction, compliance with quality standards and procedures. Participates as applicable in Construction Management areas: Human Resources Management, Project Planning, Cost Management, Time Management, Quality Management, Contract Administration, Safety Management, Subcontract Management, Material Procurement and Management of all Projects’ System Assembly.

Job Roles & Responsibilities

Principal Accountabilities

Provides site engineering duties for a number of projects within the region.

Establishes the level and survey control for contracts and set out detailed works as per the contract drawings, ensuring that checks are made on a regular basis.

Essential Function

1. Construction Management: Overall plans, coordinates, and controls a project from beginning to completion. Construction management is aimed at meeting a client’s requirement in order to produce a functionally and financially viable project.

2.Project Engineering: The engineering design and supervision (coordination) aspects of building a manufacturing facility. The engineering aspects of a specific project, such as development of a product or solution to a problem.

3. Cost Control:Collects, analyzes, summarizes, and evaluates various alternative courses of action to advise the management on the most appropriate course of action based on the cost efficiency and capability.

4. Purchasing: Acquires goods or services to accomplish the goals of the company to maintain the quality and value of the company’s products, minimize cash tied-up in inventory, maintain the flow of inputs to maintain the flow of outputs.

5. Accounting & Finance:Deals with the allocation of assets and liabilities over time under conditions of certainty and uncertainty.

6. Risk Management: Identifies, analyzes, assesses, controls, avoids, minimizes, or eliminates unacceptable risks. Ensures to identify the elements of project design and construction likely to give rise to disputes and claims.

7.Human Resources: Excellent knowledge of HR processes and procedures, including planning personnel need, organizational chart, evaluation performance, resolving disputes, and communicating with all employees at all levels.

8. Estimating and Quantity Surveying: Full understanding of cost planning and commercial management, value engineering, commercial management and contract administration, estimation …etc.

9. Safety:Full awareness of all safety policies and procedures. Have control of recognized hazards to achieve an acceptable level of risk.

10. Self-Perform Works: Ensures establish and issue all quantities for all scopes of work to be assigned to the Labor Resource Department for related self-perform works

5. Accounting & Finance:

Deals with the allocation of assets and liabilities over time under conditions of certainty and uncertainty.
Via the Construction or Technical Managers ensure to understand the Contract Schedule of Values
Ensures to support the submission at the 90+% of the billing period timing, a “Pencil Copy of that periods expected receivable

Ensures to support the finalization of the Supervising Consultants comments on the periods receivable and submit the periods Pay Application

Ensures to support or cause to be received all subcontractor payment applications are evaluated for accuracy, finalized, corrected, entered into the ERP system according to company policy and procedure

6. Risk Management: Identifies, analyzes, assesses, controls, avoids, minimizes, or eliminates unacceptable risks. Ensures to identify the elements of project design and construction likely to give rise to disputes and claims.

Via participation in the tendering process ensures to identify all potential discrepancies and report to the Project Manager
Ensures all insurances are in place and utilize at every qualifying event for repayment and cost offset
Ensures to participate in all preparation of plans for any potential municipality changes or disruptions
Ensures to support the effort to contractually respond to all written communication for client, design team, supervising consultant, subcontractors, public utilities and/or government entities
Ensures to extract all contractually defined time frames for event/incident response and publish for all team members

7. Human Resources: Excellent knowledge of HR processes and procedures, including planning personnel need, organizational chart, evaluation performance, resolving disputes, and communicating with all employees at all levels.

Ensures to participate in the establishment of a Staff Organizational Chart that includes all mobilization and demobilization dates

Ensures to support retain 100% of the site project team

Ensures to participate in the addressing and settling of all disputes between team members, subcontractors, consultants or any outside entity

8. Estimating and Quantity Surveying: Full understanding of cost planning and commercial management, value engineering, commercial management and contract administration, estimation …etc.

Ensures to execute and maintain or participate in all measures for all works associated with the project site works

Ensures to do or cause to have done all subcontractor and supplier pay applications received and validated through measure

Ensures to support as requested the development, strategy, quantification, reconciliation for all project-related claims whether to the client or from subcontractor as required

9. Safety: Full awareness of all safety policies and procedures. Have control of recognized hazards to achieve an acceptable level of risk.

Ensures to participate and Institute all company safety-related policy and Procedure

Ensures to establish a full and comprehensive safety culture through full commitment, staff management, process and procedure implementation and example.

Ensures a 100% no lost time accident rate

Ensures to participate in the establishment of fire prevention and firefighting plan for the project site

Ensures to participate in the development and maintenance of Develop the security officer presence on the project 24/7/365

Ensures that the Project Engineer establishes the best example of safety policy and PPE usage

Ensures to maintain 100% Public Safety strategy for building efforts and road/traffic control

10. Self-Perform Works: Ensures establish and issue all quantities for all scopes of work to be assigned to the Labor Resource Department for related self-perform works

Ensures participate in the establishment of strategy for all works including logistics to support the accomplishment of minimum productivity rates

Ensures participate, Coordinate and/or cause to have completed the acquisition of all Scaffolding and False work systems required for the project

Ensures monitor all materials required for the Self-Perform works and cause to be delivered consistent with the project plan and requirement
