Senior Manager – HR Planning & Rewards

Implement and manage the reward & compensation function and contribute to setting up the company’s HR infrastructure. Drive compensation & benefits strategy and deliver toward ensuring internal equity and market competitiveness of employee compensation and benefits and improving employee satisfaction and motivation.

  • Custodian of HR Policies
  • Review, consolidate and prepare manpower plans (annual and ad-hoc) for presentation
  • Support the annual HR budgeting process and monitor the budget throughout the year

Key Roles & Responsibilities:

  • Provide input to HR operational strategy, budget and process improvement;
  • Support the implementation of various organizational HR strategies and programs to maximize their effectiveness, ensuring that compensation policies and programs are well understood and fully adopted.
  • Provide support in establishing and implementing HR best practices in the business units

HR Policy

  • Monitor the effectiveness of the HR policy and recommend modifications while ensuring alignment with overall Milaha HR objectives and compliance with the applicable government laws and regulations
  • Interpret HR policy provisions to employees who seek clarification to ensure that HR policy rules and regulations are correctly and consistently applied
  • Ensure that HR policy is updated and changes are communicated to the employees

Compensation and Benefits

  • Design, evaluate and modify compensation and benefits policies, strategies and practices ensuring the right balance between control of costs and attracting/retaining skills as well as the compliance with the Qatari’s legal requirements.
  • Analyze compensation policies, government regulations, and prevailing wage rates to develop competitive compensation programs and plans;
  • Ensure that compensation and benefits policies and processes are integrated into other HR policies, specifically performance management, talent management, career development and recruitment
  • Manage the annual salary review cycle from determining the increased budget to implementing approved increases
  • Manage the annual negotiation and renewal of medical and life insurance policies, and the implementation of agreed insurance and claims processes and guidelines;
  • Develop and manage the salary and grading structures as per the company’s compensation & benefits policies and procedures;
  • Direct preparation and distribution of written and verbal information to inform employees of benefits, compensation, and personnel policies;
  • Plan, conduct and participate in third-party’s compensation surveys and benefit studies, analyze results to determine market competitiveness and provide recommendations on compensation and benefits issues.
  • Maintain comprehensive salary data to make and support compensation-related decisions in coordination with other HR functions;

Job Evaluation

  • Establish and maintain consistent job analysis procedures and ensure organizational compliance with established job evaluation methodology;
  • Incentive and Recognition Plans
  • Develop, implement and manage employee incentive, recognition and performance bonus plans and develop all related procedures and policies
  • Manage the annual performance bonus cycle ensuring calculations are done correctly, approvals are in place and payment arranged

HR Budgeting and Review

  • Support the VP – HR with the annual HR budgeting process and monitor the budget during the year
  • Manage the manpower planning process to determine the overall manpower requirements in advance that will enable the achievement of Milaha’s business objectives
  • Develop and implement organization design policies and processes that drive organizational capability and performance
  • Maintain organizational structures ensuring approvals are in place for all changes and Oracle is updated correctly
  • Provide recommendations on new subordinate hires and ensure the availability of all resources required to perform assigned tasks and activities;
  • Supervise subordinate staff, assign work activities, monitor performance and review results
  • Act as a coach to subordinates, identify their training and career development, recommend training courses and follow-up on their personnel records such as timesheets, discipline, vacations, leaves and absenteeism;
  • Perform other job-related duties as assigned.

Minimum Requirements:

  • Bachelor’s Degree in Human Resource, Accounting, Business Administration or equivalent
  • 8 – 10 years in organizational compensation and benefits
  • At least 3 years in a similar role
  • Middle East experience preferred
  • Good knowledge of accounting systems and Office and web applications
  • Language Skills in English and Arabic is a plus
  • Strong knowledge of the development and management reward strategies and data analysis
  • Strong knowledge of best compensation and benefits practices locally and internationally
  • Strong knowledge of Milaha’s business dynamics and their implications on compensation & benefits programs
  • Good knowledge of Qatari laws and regulations and governmental requirements
