Provide clear leadership and set the vision for the RQHSE team, based on worldwide best practice.

Ensure that all managers have a baseline plan that they monitor compliance, interface issues and risks.

Define and monitor the relevant KPRs and implement an action plan to drive and improve performance.

Ensure proper data collection and analytical processes are in place.

Assist Qatar Rail in reviewing the design of the metro and tramway systems (including all sub systems) from an operator’s perspectiveLead, monitor and manage the timely development and production of all documentation, including department policies, plans, manuals and operational procedures, supported by technical experts as required.

Promote the company’s values, role modelling them within the business and with stakeholders at all levels

Ensure that the company maintains high standards of ethics and social responsibility through all transactions Ensure adherence to all budgets

In liaison with the Mobilisation Director and as required by the Contract, the RQHSE Director plans, organises, manages and controls activities as required by the mobilisation plan

Provide the SMS Implementation Plan, Change Management Plan, Crisis Management Plan, Business Continuity Plan, Network Fire Control Strategy, Emergency Response Plan, Safety Case, Electronic Management Plan, Environmental Management Plan, System Manual and Risk Assessment, Information Management Plan, Risk Management Framework, Stakeholder and Communication Management Plan and Sustainability Management PlanRecruit a high calibre RQHSE team and ensure robust training plans are in place.

Establish effective relationships and agree processes with Stakeholders (such as Qatar Rail, Emergency services, Ambulance service, Hospitals, Fire Service, Police, and Ministry of Interior)

Lead the planning, implementation and review of activities to monitor and manage company compliance with Railway Safety, Occupational Health & Safety, Quality, Environmental Management and Sustainability policies, records and documentation.

Lead management reviews including the company risk analysis and manage the internal audit processes.

Ensure processes are in place for best practice investigations into accidents and serious near-misses

Lead the RQHSE Working Group monthly meetingsAttend and add value to the Emergency and Security Working Group (ESWG) monthly meetingsPromote a positive Safety culture within the workplace and attend any Safety related meetings/briefings as required within the Job role.

Ensure that all potential risks that may come from performed activities areidentified and mitigated and ensure that employees, contractors and visitor
Security and Environmental violations.

Budget holder for the RQHSE department

Desired Skills and Experience


At least 10 years’ experience in HSQE management with 5 years minimum in the railway industry

Proven experience of leading and managing teams effectively Commercially astute

Ability to think strategically, motivate and lead teams.

Demonstrate the ability to set standards and driving initiatives to meet the customers’ expectations.

Focused on safety and customer excellence.

Fluent in English with excellent written and verbal communication skills, French and/or Arabic is a plus

Graduate level / Post graduate, MBA level an advantage
