Purpose

Ensure that the purchasing policy and methodology, procedures, tools and Code of Ethics are aligned with Company’s overall strategy. Establish and implement the processes and the documents necessary to comply with the Contracts & Procurement Procedure for procurement of critical components, equipment and materials, and contractor services related to industrial activities. Formulate direction and team advice, while managing change, leading and influencing both internal and external stakeholders in the procurement domain. Develop and implement the procurement strategy and processes impacting Company efficiency and generating savings.

Key Accountabilities:

  • Manage the day to day procurement process to ensure provision of the required procurement support to all departments to facilitate the requisition and supply of material/ service based on the sourcing strategy, includes submitting RFPs, arranging site visits, negotiation, technical evaluation, purchase order management, invoice control and payment to facilitate the process.
  • Define standard contracts, terms and conditions, including standard payment terms liaising with Finance Department to be adapted by category and / or supplier where necessary as well as achieving the best value for money.
  • Support organizational business strategy managing and operating the procurement strategy, detailed business plan / budget, policies and procedures of the Procurement Division in alignment with the strategic goals and objectives.
  • Follow up performance indicators for sourcing, referential, requisitioning ensuring that client has savings on procurement division in line with its business model and clearly defined savings action plans as per the management requirements. Evaluate data recorded on balanced scorecards for supply chain performance and develop improvements with suppliers and other stakeholders.
  • Generate savings using the lowest Total Cost of Ownership (TCO) including acquisition / purchase price of product / service, operating and maintenance costs.
  • Optimize or maximize Other Terms &Conditions (T&C) in terms of delivery, training, technical support, after-sale service.
  • Collaborate with key stakeholders to ensure clarity and satisfaction of the specifications and expectations of the customers and company’s management.
  • Perform risk management for procurement contracts and agreements ensuring existence of a notification and penalty framework for long term commitment, take or pay agreements with customers
  • Control spend and build a culture of long-term saving on procurement costs. 10. Establish qualification process and procedures ensuring that the Suppliers of critical products and services (as defined by IMS) are qualified.
  • Ensure that sanctions are defined and applied in case of elimination, non-payment…etc if suppliers negotiate outside the frame agreements, or if suppliers repeatedly do not respect the terms and conditions of the frame agreements.
  • Ensure that at least one supplier evaluation is conducted (to be listed) in a monopolistic situation or classified as critical (as defined by IMS).
  • Supervise and motivate procurement team members through setting the functional objectives for the performance appraisal process, establishing the developmental goals (training), assessing achievements of individual objectives per each member and quality of deliverables as well as ensuring an accurate resource allocation within the procurement team.
  • Establish effective performance objectives, assess internal and external resources with their dependencies and create procurement plans for contracted work with suppliers.
  • Create competitive advantages such as reduced costs, improved quality, time to market and product and service differentiation through global sourcing and low cost country sourcing.

Qualification and Experience:

  • Bachelor’s degree in Business, Procurement, Material Management or Engineering accredited and renowned University.
  • MBA degree from a reputed university would be preferred.

Minimum Experience:

  • 8+ years of experience, including at least 4+ years in positions of supervisory roles with experience in an overall procurement and supply chain function.
  • Experience in the Oil and Gas industry is a must.
  • In-depth knowledge in procurement, tendering, and inventory policies and processes
