The Handover Manager Will Prepare a History Of The Project With The Following Elements

The Handover Manager will work together with the Contractor in co-ordination with PMC, Ashghal, Third Party Utilities Department and any other Authority to ensure that the Project will be handed over smoothly and will be closed in accordance with the Contract, QCS 2010, Law and regulations of State of Qatar and any other provisions applicable to the Project.

Specific Roles & Responsibilities

  • Providing direction and management of all the related issues for testing and commissioning in accordance with contractual obligations
  • Planning, organizing and supervising the work of the team members to ensure all work is performed within the parameters of the project schedule
  • Reviewing the testing and commissioning plans submitted by contractors to ensure compliance with the operational requirements of the project
  • Developing, in cooperation with the utility providers, consultants and the contractor, overall procedures with respect to testing of all aspects of the project, including but not limited to: major mechanical and electrical systems as well as pump stations, electrical substations, sewage treatment plants, etc.
  • Providing input to performance reviews and development plans for subordinates
  • Liaising with the civil engineering team in the office for engineering support and control
  • Working with other managers, project engineers and discipline leads to develop budgets, schedules and plans for the various elements of the project, ensuring that the project meets or exceeds goals established in these plans
  • Coordinating with local authorities and third parties related to all necessary testing and commissioning requirements for the project
  • Attending final inspections on completed projects; initiating ‘Contract Completion Certificates’ and ‘Handover Certificates’ after checking back-punch list items have been cleared by the contractor in order to complete and submit the project documentation dossier.
  • In this role as Close-out Specialist he will be responsible for developing a plan that captures all documentation during handover process of major work packages and projects for insertion into a central database. He must ensure all commissioning certificates, record drawings, O and M Manuals are updated and comply with the same standard as the base build documents and all governing regulations are met. He will co-ordinate the training programme which will require close liaison with contractors and internal customer groups.
  • He will develop a handover plan that ensures all assets are recorded with supported documents. He will co-ordinate closely with Ashghal appointed consultants, contractors and Facilities team. He will liaise with Qatar Civil Defence on matters relating to Fire Safety. He will represent internal customer requirements, compiling detailed scope of works and bill of quantities for submission to the Consultants and Contractors. He will be responsible for the change management process, update the Asset management system and ensure assets are integrated and maintained and KPI’s are met.
  • He must ensure consistency of maintenance integration in the asset management system and the contractor carries out the scheduled Planned Preventative Maintenance according to schedule. He will ensure that all documentation and records comply with Qatar Regulatory requirements. He must maintain accurate contract correspondence and meticulous records surrounding all correspondence pertaining to the contract closeout process. He will develop, produce and maintain measurement reports to reflect productivity of the closeout process.
  • He must verify that all invoices have been submitted and paid before closing an order. He must enter correct information into internal and external financial and business management. He will support the base maintenance process to ensure maintenance is conducted with minimal disruption. He will oversee and supervise employees. Direct daily activities, recruit, train, develop and discipline to ensure a high standard of service delivery. He will represent end user requirements and Facilities team to maintain the standards of the built infrastructure.

Qualifications & Experience

  • Bachelor’s degree in Electrical/Mechanical/Civil Engineering.
  • At least 20 years of experience in a similar role, with a minimum of 5 years at a management level on large-scale development projects.
  • Strong background of managing the testing and commissioning and handover of large similar infrastructure projects, with experience of working on Expressway project (Roads, Safety Furniture, Streetlights, Traffic Signals, Irrigation work, Structures etc.), substations, pump station projects, waste water networks projects, Intelligent Transportation System, SCADA Systems, utility, Piping works etc.
  • Previous history of working in GCC countries.
  • Excellent communication skills in spoken and written English
