Role Objective :

The Senior Learning & Development Officer will assist in developing Doha Bank’s L&D strategies/structure, through the design, development and delivery of bank-wide learning and development programs, including, but not limited to IT, regulatory, functional/technical, and soft skills training. The incumbent will plan, coordinate, implement, evaluate and enhance learning and development programs at department/functional level in liaison with the internal stakeholders and external training vendors; and, support/monitor the Learning & Development Officers in his day-to-day operations.

Detailed Roles and Responsibilities:

STRATEGIC

  • Assist in formulation and effective implementation of the L&D strategy, Annual Training Plan, and KPIs for the Learning and Development section of Doha Bank, in line with the annual business strategy of Doha Bank.
  • Provide business process improvement expertise, along with organizational, financial, business, strategic and project knowledge, to assess improvement opportunities and define and deliver sustainable process solutions for several work streams.
  • Lead a team of internal and/or external resources; perform assessment of potential new projects, including transformation initiatives; analyze opportunities at a high-level and define approach.
  • Work closely with HODs and Functional Heads to formulate/manage project scope; coordinate analysis of current state process and issues/gaps; define future state process and roadmap.
  • Deliver objective advice, expertise and specialist skills with the aim of creating value, maximizing growth, and improving business performance.
  • Act as a change agent by emphasizing and encouraging continuous improvement; ensure that best practices and lessons learnt are shared widely and applied across the organization.
  • Constantly update self on business, economic, and competitive scenarios, and recommend adequate suggestions to the Manager – Learning & Development, as appropriate.
  • Develop and maintain robust working relationships with internal/external stakeholders of Doha Bank.

OPERATIONAL

  • Perform all operational activities as assigned by the Manager – Learning & Development in compliance with local regulations, Doha Bank’s operational risk & IT security policies and L&D strategies.
  • Assist in developing policies & procedures for the Learning and Development division to ensure efficient and flawless operations.
  • Ascertain the learning and development needs at department/functional level for functional/operational efficiency.
  • Support the team in effective formulation /deployment of L& D plans, including, but not limited to objectives, course / module design, learning methodologies, and associated educational materials.
  • Review and implement in-house / external training programs (technical/behavioral) through e-learning platform and/or classroom training, with a view to enhance the productiveness/ competencies of employees/trainees.
  • Work closely with the HODs/ Functional Heads in devising learning strategies for the departments/functions through a consultative/customized learning solutions approach, to meet the overall business strategy of Doha Bank.
  • Work closely with the HODs/Functional heads in formulating, and implementing L&D events, related to different organisational facets, including customer service, products and services, software systems, regulatory requirements and internal policies & procedures.
  • Review quality and effectiveness of training programs for continuous improvement on content /delivery aspects in alignment with the learning objectives.
  • Liaise with/ assist in assessing external training service providers, ensuring agreements and service levels are negotiated/executed in line with Bank-wide training requirements.
  • Identify, record, and report any deviations from standards with respect to L&D initiatives, including, but not limited to vendor agreement, training delivery, and team performance.
  • Maintain highest standards of professional conduct, ethics, integrity; and, confidentiality of information related to L&D section.
  • Prepare and provide accurate, complete and up-to-date periodic/ ad-hoc reports on Learning & Development activities/ efforts, as directed by the Manager – Learning & Development.

PEOPLE MANAGEMENT

  • Allocate work deliverables and support the team in efficient operations of day-to-day tasks and provide constructive and timely feedback to enhance performance.
  • Assess performance and learning needs of direct reportees and suggest adequate training/coaching, as appropriate, to the Manager – Learning & Development.
  • Conduct periodic performance reviews and annual appraisal activities for direct reportees.

Education and Experience :

  • University graduate with a degree in Business, or HR, or OB, or OD or any other related discipline.
  • Master’s degree in Training or HR or Management any other related discipline will be an added advantage.
  • 7-10 years’ experience in a similar position.
  • Experience in training design, delivery and evaluation.
  • Experience in development/implementation of training methodologies, tools & techniques.
  • Experience in high-impact learning strategies/projects

Certifications:

  • Industry standard relevant certifications such as SHRM-SCP/PHR/SPHR, CIPD or any other related certification would be desirable.
