About The Role

Manager Operational Excellence is a key person responsible for compliance monitoring and all oversight processes. This includes Audits, inspections, spot checks, verification of effectiveness of corrective actions, occurrence reporting, etc. Manager Operational Excellence will also represent the department during daily Ops Review meetings.


  • Develops the Audit and Inspection Program in cooperation with the rest of QuEST Team to ensure continuous improvement of Compliance Monitoring processes.
  • Develops the Spot Check program in cooperation with external and internal stakeholders to ensure robust oversight of QAS Operation
  • Delivers key safety strategic projects link in cooperation with the Project Teams that will benefit our business, our people and our stakeholders.


  • Manages the audit program together with the Auditing Team to ensure that all aspects of QAS operation are subject to internal auditing and compliance monitoring.
  • Manages Occurrence reporting in cooperation with the Team on shift to ensure the robust occurrence reporting process and provide timely information with any available evidence on incidents that occur within QAS Operation
  • Together with the QuEST Team, recommends and agrees upon QAS SPI’s and KPI’s for Occupational Health, Safety & Emergency to ensure robust and relevant performance monitoring matrix.
  • Plans and adapts the Safety implementation in Airside operations together with the Airside Operations Management Team based on the analysis and real time environment to ensure safe operation.
  • Manages the Inspection and Spot-check program in cooperation with Line Management Team to ensure continuous active oversight of all QAS Operation.
  • Attends Ops Review meetings together with QAS Management Team to ensure that all incident and observation trend information is provided to QAS Leadership.
  • Manages Cabin Appearance quality checks in cooperation with Cabin Appearance Team to ensure the continuous quality control of QAS Cabin Appearance activities.
  • Manages the inspection program within GSE Engineering Workshop and Stores in cooperation with GSE Workshop and Stores Team to ensure quality control within Workshop and Stores environments and the quality of Preventive & Corrective maintenance.
  • Communicates, trains and educates staff through all implementation processes of new compliance requirements to maintain standards.
  • Communicates and represents QAS interests to external parties, with regard to the management and implementation of Integrated Management System
  • Liaises closely with other Group Safety and Quality Managers, as well as regular involvement with other Safety Action Groups for sharing of ideas and issues.
  • Cooperates with Qatar Airways Safety on their Corporate Safety Policy, and all other relevant stakeholders in order to match their compliance and conformance levels in the day-to-day operations as well as for audits.
  • Ensures implementation of any Health & Safety Procedures issued by QR Safety, QCAA, or HIA Airport Safety, in the event of specific occurrences, incidents or accidents.
  • Leads QAS QuEST team by providing management, direction and hand on approach for monitoring, reporting and investigating day to day safety, quality or environmental issues.
  • Perform other department duties related to his/her position as directed by the Head of the Department
  • In conjunction with the Learning and Development Team, deliver comprehensive Management System training to promote, develop and sustain a positive awareness culture.

Management & Leadership

  • Establish the department or teams’ objectives and priorities to align with and support business objectives.
  • Regularly evaluate the department or teams’ objectives, plans, procedures and practices, and makes appropriate changes if needed.
  • Oversee and supervise employees. Direct daily activities, recruit, train, develop and discipline to ensure a high standard of service delivery.
  • Train and develop other employees, to ensure succession planning is in place.

  • Responsible to ensure that employees at all levels understand work health and safety requirements and expectations through provision of relevant QR Group induction, information, instruction, training and supervision.
  • Ensure compliance to all relevant safety, security, quality and environmental management policies, procedures and controls across the operation to assure employee safety, security, legislative compliance and delivery of high-quality service with a responsible environmental attitude.
  • Ensure that all managers and supervisors understand work health and safety requirements and expectations to the extent that they can pass on relevant information, identify training needs and provide appropriate supervision in their workplace.
  • Take a direct and personal interest in reported injuries, incidents, near misses and hazards to ensure that appropriate reporting, investigation and response is being achieved.

About You

  • High School Qualification / Vocational Qualification /Diploma or Equivalent (Type of Diploma Based on Role) with Minimum 9 years of job-related experience.
  • Bachelor’s Degree or Equivalent with Minimum 8 years of job-related experience
  • Essential: Experience in Managing Compliance within Airline / Airport / Ground Handling environment
  • Fluent command of English language
  • Ability to perform well under pressure and deliver to tight deadlines.
  • Managerial skills – Ability to delegate work, set clear direction and manage workflow. Strong mentoring and coaching skills. Ability to train and develop subordinate’s skills. Ability to foster teamwork among team members.
  • Preferred: Computer skills – Word, Excel, Outlook
  • Auditor qualifications (e.g., ISO 9001, ISO 14001, ISAGO)
