About the job

The role is accountable for building functional capability across the organisation and responsible to arranging and conducting learning and development programs in coordination with L&D team and business operation for the employee upskilling, reskilling and for the improvement of the performance at work. The person on the role is to add value and drive the Vodafone Qatar business forward by engaging and motivating people and raising the capability of individuals and the business overall to help us achieve learning and development strategies.

The person on role is to Play a lead role in the annual requirements gathering across the business to identify organisation and business unit needs and identifies/prioritises key capability programmes in consultation with business stakeholders.

Business Planning & Stakeholder Engagement

  • Accountable for the communication, promotion and marketing of specific programmes, and academies within the area of responsibility. Act as the point of contact for L&D to functional leadership team. Interface with the Group Centre’s of Expertise to ensure we are leveraging global programmes and content for the benefit of Qatar.
  • Optimise relationship with business stakeholders to develop their understanding of the Learning and development strategy/access to Learning offering, activity, and issues, ensuring output meets business needs and timescales.

Development of programmes and solutions

  • Accountable for the development of learning solutions and ensure to deliver learning sessions utilising internal and external resource to meet the specific strategic business need identified in the requirements gathering process.
  • Ensure business sponsorship and sign off for all solutions. Research & benchmark potential options, internally and externally, and determine the appropriate solution based on requirement.
  • Provide Input for the development of global learning solutions ensuring the needs of Qatar is represented. Deploy global learning solutions in Vodafone Qatar and monitor, track usage and provide reporting to the business against agreed KPI’s.

Partner and Supplier Relationship Management


  • Accountable for the selection of suppliers and partners. Identify, Monitor, and control the quality of all suppliers/ partners’ deliverables through agreed SLAs – continually reviewing the offerings of alternative partners, benchmarking the cost and quality.
  • Work with Supply Chain Management to drive the ‘low-cost high value’ model into our partner relationships and supplier contracts. Utilise robust external networks to ensure best practice is delivered and partners are challenged to develop innovative solutions.

Project and budget management

  • Full project management accountability of all learning interventions i.e., managing cross functional project groups to design, develop and deploy & deliver learning solutions.
  • Accountable for the budget management of the project codes allocated for functional areas.

HR Team contribution and personal leadership

  • Contribute actively to the wider HR team. Role model personal responsibility and personal leadership. Be an advocate for The Vodafone Way and how we work.
  • May take on specific projects across HR from time to time and performs related tasks consistent with skills and abilities and general responsibilities as assigned by the Line Manager.

Desired Skills and Experience

  • Bachelor’s degree in HR or equivalent
  • 6 years + relevant Learning & Development experience with senior stakeholder management expertise, preferably in telecommunication sector.
  • Experience in transforming business from trainings to learning organisation with an expertise in manging highly demanding workload with competing priorities.
  • Experience and knowledge of Learning Management System, online learning, and business/fixed line experience in a multi-national organisation.
