
Senior Measurement Technician (OES)

Lead and ensure effective implementation of System Completion (SC) requirements for all OES supported projects to achieve smooth handover from PMT to OES and safe and efficient start-up.
Key Job Accountabilities
• Review project System Completion philosophies, schedule, Instruction to Proceed (ITP) and Plant Change Committee (PCC) procedures to ensure alignment with OES objectives and targets.
• Support systemization and development of Facility Ready For Start Up (RFSU) plan to facilitate smooth handover to OES.
• Ensure timely completion of ORP SC deliverables to meet roadmap deadlines and targets. Highlight gaps in related activity and resource planning and ensure availability of supporting documentation to confirm closure of deliverables.
• Establish and implement OES Request For Inspection (RFI) distribution matrix with disciplines roles and responsibilities, consolidate OES punches and support dispute resolution to provide clarity of all parties involved, and ensure a streamlined and efficient process.
• Participate in systems/handover meetings, walkdowns and Pre–Start-Up Safety Reviews (PSSRs) to contribute to thorough review, identification of issues, and readiness for safe start-up.
• Ensure timely updates to SC database that includes coordinating with PMTs and contractors to maintain accurate records, ensuring that all relevant information is up-to-date and accessible. Track progress to ensure effective and timely reporting, communicating progress and any changes to all relevant stakeholders.
• Review or endorse RFSU dossiers, associated certificates and E check sheets completion to ensure compliance.
• Provide Systems Completions training to develop and enhance OES resources ensuring they are well-equipped to meet requirements and effectively perform system completions tasks.
• Support start-up team in developing early access package, including SC readiness, to ensure all necessary systems and components are prepared and verified for early access, facilitating a smooth and efficient transition to operational status.
• Support OES in internal/external audits to ensure compliance with regulatory standards, identify areas for improvement, and verify that all system completions processes are accurately documented and effectively implemented.
Qualifications
• Bachelor’s degree, preferably supported with international certification in project management.
Knowledge and/or Experience – I
• 9 years of multi-disciplinary experience in the oil and gas industry, encompassing areas such as Systems Completion, Projects Management, and facilities O&M.
