Position Summary:
The QHSE Manager is responsible for developing, implementing, maintaining and continually improving the Company’s Quality, Health, Safety and Environmental Management System (QHSEMS). The role ensures full compliance with applicable international standards, flag state regulations, port requirements, client specifications and statutory legislation while promoting a strong safety culture throughout the organization.
The QHSE Manager will support all marine and shore-based operations, including harbour towage & OSV operations, marine logistics, maintenance activities and project mobilizations, ensuring compliance with company procedures and client requirements such as those of QatarEnergy and other Middle East Operators.
Key Responsibilities
QHSE Management
- Develop, implement and maintain the Company’s Integrated Management System (IMS).
- Ensure compliance with ISO standards and all statutory and regulatory requirements.
- Maintain certification for applicable ISO standards.
- Monitor implementation of company QHSE policies across all operations.
- Promote continual improvement of the QHSE Management System.
Health & Safety
- Lead the Company’s safety management programme.
- Promote a positive safety culture throughout the organization.
- Ensure compliance with (as required):
- ISM Code
- ISPS Code
- MLC
- SOLAS
- MARPOL
- Flag State requirements
- Port regulations
Client HSE requirements
- Conduct risk assessments and Job Safety Analyses (JSA).
- Ensure Permit to Work systems are implemented effectively.
- Monitor compliance with Life Saving Rules and safe work practices.
Quality Management
- Maintain the Company’s Quality Management System.
- Plan and conduct internal audits.
- Coordinate external certification audits.
- Monitor corrective and preventive actions.
- Ensure document control procedures are maintained.
- Monitor customer feedback and quality KPIs.
Environmental Management
- Ensure compliance with environmental legislation as applicable.
- Promote pollution prevention initiatives.
- Monitor waste management practices.
- Investigate environmental incidents.
- Promote sustainability initiatives throughout the business.
Incident Investigation
- Lead investigations into accidents, incidents, near misses and non-conformities.
- Conduct Root Cause Analysis.
- Recommend corrective and preventive actions.
- Monitor close-out of investigation findings.
- Share lessons learned throughout the organization.
Audits & Compliance
- Prepare for client audits including QatarEnergy, Ports, Oil & Gas Operators and Classification Societies.
- Conduct internal vessel and office audits.
- Monitor corrective actions arising from audits.
- Maintain audit schedules and compliance records.
Training & Competency
- Develop annual QHSE training programmes.
- Conduct toolbox talks and safety awareness sessions.
- Monitor personnel competency requirements.

- Emergency Response
Client & Regulatory Liaison
- Act as the primary QHSE representative with clients.
- Attend client HSE meetings.
- Coordinate responses to client observations.
- Ensure compliance with contractual HSE obligations.
- Support tender submissions with QHSE documentation.
Emergency Preparedness
- Maintain Emergency Response Plans.
- Conduct emergency drills.
- Review emergency preparedness effectiveness.
- Coordinate incident response where required.
Reporting
- Prepare and submit periodic reports including:
- HSE Statistics
- LTIFR
- TRIR
- Near Miss Reports
- Audit Findings
- Environmental Performance
- KPI Performance
- Management Review Reports
- Client HSE Performance Reports
Reporting Line
Reports to: Operations Director
Direct Reports:
- HSE Officer
- Site HSE Advisor
- Site Safety Officer
- Site QA/QC Officer
Qualifications
Minimum Bachelor’s Degree or equivalent qualification in Engineering, Occupational Health & Safety, Environmental Science, Marine Studies or a related discipline.
Mandatory Professional Qualifications
- NEBOSH International General Certificate (IGC) or NEBOSH Diploma.
- ISO 9001 Lead Auditor.
- ISO 14001 Internal/Lead Auditor.
- ISO 45001 Internal/Lead Auditor.
- Preferred Professional Qualifications
One or more of the following:
- Chartered Member of IOSH (CMIOSH)
- Graduate/Technical Member of IOSH
- Member of the International Institute of Risk and Safety Management (MIIRSM)
- Registered Safety Professional (RSP)
- Diploma in Occupational Safety & Health
- Incident Investigation / Root Cause Analysis Certification
- Internal Auditor Training for ISM Code
- Designated Person Ashore (DPA) qualification (preferred)
Experience
Minimum Experience
- Minimum 5 years relevant QHSE experience.
- Minimum 5 years in a senior QHSE management or supervisory role.
- Experience managing Integrated Management Systems.
- Experience conducting ISO audits.
- Experience supporting external client audits.
Preferred Industry Experience
Experience within one or more of the following industries is highly preferred:
- Port Operations (highly preferred)
- Harbour Towage (highly preferred)
- Offshore Support Vessels (OSV) (preferred)
- Marine Logistics
- Offshore Oil & Gas
- Ship Management
- Marine Construction
- Experience working with major operators such as QatarEnergy, ADNOC, Saudi Aramco or similar Oil & Gas companies will be considered a strong advantage.
