Parsons is looking for an amazingly talented Commercial Manager to join our team! In this role, you will lead the commercial and contractual management of large-scale infrastructure projects, ensuring effective contract administration, robust risk and claims management, and value-for-money outcomes. You will work closely with project leadership and to support successful project delivery across planning, procurement, design, and construction phases.

What You’ll Be Doing

  • Drafting, reviewing, recommending revisions to, and approving contractual documentation, including main contracts, subcontracts, and commercial agreements.
  • Reviewing contractual terms and conditions to ensure compliance with procurement requirements and negotiating fees and other commercial terms.
  • Drafting and revising commercial and contractual policies, procedures, and operating guidelines as required.
  • Managing and reviewing the contractual aspects of large, complex construction projects, including leading negotiations for substantial claims and variations.
  • Supporting project executives, leaders, and project managers in monitoring and controlling the performance of contracted services to ensure effectiveness, compliance, and delivery of desired outcomes.
  • Managing the Contract Administration team and overseeing all aspects of contract administration.
  • Coordinating all matters related to contract administration, claims, disputes, contract interpretation, and cost analysis.
  • Developing, implementing, and managing systems and procedures to monitor external and internal contracts, ensuring that contractual compliance issues are resolved in a timely and effective manner.
  • Providing informed recommendations regarding contract procurement strategies and appropriate forms of contracts and agreements.
  • Leading the continuous improvement of commercial processes, including refining contract formulation activities, systems, and procedures.
  • Identifying potential claims, checking compliance with contractual terms, and overseeing the effective negotiation and settlement of claims.
  • Preparing and/or overseeing the preparation of claims, including the calculation and substantiation of losses incurred due to defaults on contractual obligations.
  • Formulating recommendations and strategies to remedy failures to meet contractual obligations.
  • Overseeing financial aspects of contracts to ensure cost-effectiveness and value for money.
  • Managing all financial contract management activities, including review and approval of payment certificates, subcontractor invoices, and client invoicing.
  • Ensuring timely preparation of legal and contractual documents such as Requests for Proposals (RFP), Instructions to Bidders, General Conditions, Particular Conditions, and other contractual documents.
  • Collaborating with colleagues across organizational lines to obtain and communicate business information necessary for the PMO to effectively monitor project and program status.

What Required Skills You’ll Bring

  • Bachelor’s Degree in Quantity Surveying, Civil Engineering, or a related discipline.
  • 12 years of prime contract administration and commercial management experience on large-scale infrastructure projects.
  • Demonstrated ability to work independently and under pressure, exercising sound judgment in making program-related commercial decisions that drive project delivery forward.
  • Proven experience managing contract administration teams and performing in a management capacity.
  • Strong knowledge of contract law, procurement processes, claims management, and dispute resolution on major projects.
  • Excellent interpersonal skills, with the ability to collaborate, negotiate, build consensus, and finalize project and commercial decisions.
  • Ability to operate effectively in a culturally diverse and dynamic environment.
  • Experience managing commercial and contractual matters across all project phases, including planning, procurement, design, and construction.

What Desired Skills You’ll Bring

  • Professional qualification and chartered status with a recognized international body such as the Royal Institution of Chartered Surveyors (RICS) or similar.
  • Strong commercial acumen with a commitment to excellence and high performance standards for the role, the PMO, and the client program.
  • Experience working within a PMO or program environment on multi-stakeholder, complex infrastructure programs.
  • Strong written and verbal communication skills, with the ability to produce clear contractual correspondence, reports, and recommendations for senior management and clients.
