- Direct & Supervise Technical Safety and Loss Prevention Engineering for Compression EPC-2 (COMP 2) to ensure all technical safety and loss prevention engineering requirements such as philosophies, codes, standards and practices are met during Compression projects design development & execution. Provide clear guidance to the EPC contractor and facilitate resolution of technical safety and loss prevention issues to complete discipline activities consistent with project objectives and milestones
- Lead the development of the Design Safety Case and associated safety risks deliverables and ensure these are reviewed and aligned with company Operations.
Your Tasks
- Coordinate Technical Safety and Loss Prevention Engineering deliverables with Contractor personnel, Project Management Team (PMT) and Head of Technical Safety and Loss Prevention in shared resources.
- Lead / Drive EPC contractor to deliver technical safety studies (e.g. QRA, HAZOPs, FERA,EERA,QRA studies and PH&RA workshops) as per execution plan. Occasionally lead and facilitate the Formal Risk Assessment (FRA) for the execution activities and stewardship the FRA reporting processes.
- Manage and monitor the Technical Safety and Loss Prevention Engineering schedule and critical milestones. Develop and manage recovery plans to address any delays. Support the project by providing clear guidance to close out appropriate actions associated with Technical Safety and Loss Prevention activities such as safety case studies, risk assessments, HAZOPs etc.
- Provide guidance and input during detailed design for the Packages, Contractor strategies/procedures to achieve project Integration objectives as required; participate in Offshore Constructability Reviews, SIMOPS etc as required. Support the risk screening process of the Specification Deviation Request (SDR) that will be raised by vendors and contractor.
- Steward contractors’ Loss Prevention execution activities. Advise on the adequacy of Contractors’ safety and risk execution activities in accordance with projects plans, verify adequacy of Contractor resources and personnel competency for the tasks, employment of appropriate tools including used of approved software for scoped studies.
- Advise contractor Technical Safety organisation with respect to compliance with COMPANY policies for prevention of information brokering and business standards guidelines; engineering and design procedures, processes, and deliverables; staffing plans, personnel suitability and adequacy and the successful resolution of any claims.
- Supervise and solve technical problems as they are developing in the various disciplines and initiate appropriate corrective actions. Seek guidance on areas beyond technical knowledge and manage implementation of solutions.
- Chair meetings if required to collect and disseminate information pertaining to Technical Safety and Loss Prevention engineering actions; advise Management in a timely manner where issues are unable to be resolved and may impact the project delivery.
- Oversee the timely delivery of technical attachments and scope description to all Technical Safety and Loss Prevention related purchase orders and own related technical attachments and scope description in all fabrication and construction contracts.
- Lead the developments of Design Safety Case that meets the Project’s and OPCO’s requirements and ensure Technical Integrity Verification (TIV) plan is implemented. Support the Design Performance Standards evolvement into Operate Phase Performance Standards
Your Profile
- Bachelor Degree in Chemical, Mechanical, Safety Engineering or equivalent.
- Minimum 15 years’ experience within industrial safety and loss prevention in the oil and gas industry with emphasis on risk assessments with different methods, safe systems of work, and safety studies, preferably in a major project environment with at least 5 years in Offshore projects.
- Experience with Quantitative Risk Assessments.
- Experience with fire fighting design.
- Experience with HAZID, HAZOP, Bow Tie Analysis, FERA and EERA.
- Experience in developing Design Safety Case.
- Excellent communication and presentation skills in English both written and verbal in English.
- Hold certifications in process safety is preferred.
